Support and aspiration: A new approach to special educational needs and disability

Green Paper: The case for change

  1. Around two million children and young people identified as having a special educational need or who are disabled;
  2. Their life outcomes are disproportionately poor;
  3. Post-16, young people with SEN are more than twice as likely to be not in education, employment or training (NEET) as those without;
  4. They can feel frustrated by a lack of the right help at school or from other services;
  5. Children’s support needs can be identified late;
  6. Parents say the system is bureaucratic, bewildering and adversarial; and
  7. Parents have limited choices about the best schools and care.


The Governments vision – A radically different system that:

Supports better life outcomes for young people

  • a new approach to identifying SEN
  • a joint assessment process and a single Education, Health and Care Plan

Gives parents more confidence by giving them control

  • a local offer of all services available
  • parents to have the option of a personal budget by 2014

Transfers power to front-line professionals and to local communities

  • giving parents a real choice of school
  • greater independence to the assessment of children's needs




SEN Pathfinders

  • 20 Pathfinders, covering 31 local authorities and their Primary Care Trust Partners

White Paper: Liberating the NHS

  • ØEquity and Excellence: Liberating the NHS describes a system with:
    • Patients at the heart of everything
    • Outcomes among the best in the world
    • Clinicians empowered to deliver results
  • To achieve this, the Government proposes:
    • Clinical commissioning groups;
    • An autonomous NHS Commissioning Board;
    • A new role for local authorities; and
    • All NHS Trusts will become foundation trusts (FT), or be part of an FT

  • ØFocus on improved outcomes e.g improved life expectancy, experiences of care, good services.

  • Reduces stress and builds confidence within the system
  • Clear evidence of family’s involvement in Pathfinder planning and evaluation


Where are we now?

Project Board and 4 Task & Finish Groups established and actions identified

Strand 1: Joint assessment and a single plan

  • New co-ordinated assessment process identified and ready to test
  • 18 children, young people and their families identified and agreed to participate

Strand 2: Personal Budgets

  • Establish Model and trial personal budgets with 15 children and young people, using a single plan, by Sept 2012

Strand 3: Support for parents and carers

  • Establish what the local offer will look like
  • Establish the role of the key worker in supporting parents and young people

Strand 4: Vulnerable Groups – Looked After Children

  • 6 looked after children with SEN identified establish how the single plan can become an integral component to care planning arrangements
